Most supermarkets in Western Europe don`t provide plastic bags anymore. If you need one, then you have to buy one. In one supermarket chain in Switzerland (Carrefour), they´d give you a bag if you ask for it - but it`d be a biodegradable one. Department stores still use plastic bags, especially for big items. Most of the time, however, the cashier asks whether you want a bag. A lot of people would say "no" especially for small things that can fit in a handbag or a backpack.
